On behalf of M. Prosecutor Miles Edgeworth, I am issuing an open call for able-bodied, just men to join the re-established Police Service. The Prefecture is currently housed within the fourth district court house. There you will be interviewed and tested for fitness in the Service.
Should you have any inquiries about scheduling and expectations, you will call or send for Inspector Javert.

Due to recent events, I have assumed the role of Commander-in-Chief of the militia. I take it that you are one of the individuals the overlord spoke of when she said two men aimed to establish a justice system? [The one that is 'like a grandfather'.]

[His lip curls. And run by a woman, as well! How uncivilized was this nation? Besides, the militia were not always keepers of law. In fact, many a time, an organization under the guise of 'militia' could easily disrupt the public order.
That still begs the question of what sort of militia this woman operates. Still, he keeps his suspicions silent... for now.]

A working system is far preferable to an inoperable one; I only read of it. Do not think Monsieur Edgeworth or I drew it up from its foundations. The information was kept in the court house.

That is correct. A militia. You will have to excuse me, but my talents are in strategy and warfare. While I support the assembly of a justice system, my concerns were with the protection of the people above all else. That is where my interests lie and that is where they will remain.
Recent history has proven that there is a need for both. The people here no longer only need protection from the world itself, but also from the people within it.

[This first part he spoke in a half-murmur through his teeth. Then, in a raised tone, he addresses Cornelia directly]
You already manage the militia, Madame. Do you mean to say you desire to mix your hands up in the police as well?

Putting words into my mouth? [She smirks.] That is not what I said, Monsieur.

[Again, there's a pause as he directs another disconcerting, intent gaze at her. Then he releases a long-suffering, weary sigh, and decides to explain himself in a brusque, impatient manner.]
There are several abandoned policed outposts located in each city district with its centre in the village, which will be re-manned as soon as able-bodied and just fellows sign on; the registry has already begun, reports have been filed - they are ready for distribution - standard forms are drawn, employment contracts written; a holding cell is beneath the courthouse flooring and will serve well to detain even the most vicious scamps until judgment; M. Edgeworth will take care to post the Law Code for the public benefit. The numbers in this communication device indicate that the Service need not be of tremendous size so long as the recruits are competent and capable; it is better to keep a proper spread with each post while stationing them close enough to travel swiftly from one to another. Shouting distance is preferred in case one man becomes exhausted on watch, but travel is quick here and permits greater distance with ease.
[Javert spoke quickly, the entire explanation flowing out of him in what sounded like a single breath. The words bled together into a curious, ferocious rumble. He paused to breathe noiselessly through his broad nostrils, his chin dropping almost imperceptibly into his collar. He cracks a ghost of a wry, crooked grin, his gaze unsteady. Is he finding it difficult to concentrate? His tone returns to his calm, almost languid yet firm enunciation. His expression is distant.]

[She'll just have to speak with Edgeworth. Only he will know whether or not this person is trustworthy enough to be given such a position of power.]

[She pauses, her lips bending slightly to erect the pride of her heritage.]
