His arms are folded loosely across his chest.

Visitors and seasonal tourists: unplug your eyes and ears and hear this before you clog the bulletin networks with your panic.

In lieu of the travel agencies, congratulations. You have entered Somarium, the merry city of dreams, of your own choice, whether you are aware of it or not.
