[There were others in need of rescuing, and Snake's entire team has been working around the clock making sure people don't drown or suffocate in collapsed buildings. He does care about Naomi, he truly does, but he saw no reason to check up on her after he already made sure that she was safe and would be looked after by others. Plus, as far as he knows, she is still perfectly capable of looking after herself.]

[Javert cannot fault Snake for adhering to his duty. Not when Javert himself often places his work above personal affairs, and wholly considers it of the utmost importance. But where is Snake's honor? Did he even keep track of where he had taken his rescued victims?

[There really was a lot to take care of, but Snake now realizes that he should have attempted calling Naomi himself. If he had, he would have come back to check in on her earlier and not have left her without communication. But what's done is done, and all they can do now is do their best to try and figure out what happened.

He would tell the Inspector to calm down, but it would likely have the opposite of the intended effect.]
