[Considering a castle just fell out of the sky, Chief Inspector Javert appears somewhat shaken, but otherwise deceptively calm, his expression a statuesque maelstrom of indecipherable shock. After all, he is one of those lucky few that stood directly underneath the Overlord's former domain as it veered straight over the tops of the District Five government buildings. His hair, naturally, is quite frazzled from the impact and subsequent quake, and for once his hat is in his hand and not atop his head.

He orders, with urgent, cold, and commanding ferocity,]

There will be an immediate evacuation for District One and District Five. All non-official security persons must vacate One and Five with haste! You will be escorted and ... assisted by an officer of the law if you cannot do this in a timely fashion. [The corner of his mouth twists and dips into a grimace.] Any persistent stragglers will be dealt with.

Follow the main streets and boulevards to Village Espoir and District Three. There the police will dole out the emergency rations and accommodations.

Should anyone need any assistance, you will call Inspector Javert at this number.

[Conference call addendum to the POLICE FORCE:]

Begin with the evacuation. I will not have dim-witted fellows poking about the wreckage to get themselves into a swift and untidy death!

Once this task is finished, report to the Southern shore of Lake Meridian for duty.

Is there a specific evacuation point within Espoir and District Three, or are we just going to flood those areas with people?

There isn't enough lodging for all of them. But the religious men and women will take as many as they can. Direct them to the churches first. Once they fill, clearings and fields must work well enough. Distribute the tents and blankets kept with the emergency rationing.

Put four to each tent. It is not comfortable, but it will have to do.
